Town agrees to five-year deal with rowing club

The deal is ready to go. The only thing left to determine is who’s going to pay for it.

Last week, town council agreed to authorize a lease agreement with Muskoka Rowing Club to continue its use of a storage shed and dock in Kelvin Grove Park. However, the two groups still need to determine who will pay for the insurance.

The lease will last until Dec. 31, 2013, and cost the rowing club $1 annually. One provision of the agreement is that the club provides a minimum of $2,000,000 in liability insurance, with the town named as an additional insurer.

Town CAO John Sisson provided a report indicating the town and the club entered their first lease in 1992, for a 32-foot by 80-foot storage shed in the park and a floating dock. The second lease was signed in 1997 and expired in 2002.

Since then, the club has been operating without a lease, but Sisson said it has not resulted in any problems.

“Although the lease was not formally renewed after 2002, the rowing club has been effectively operating the club’s building. It is recognized as a well-maintained feature in Kelvin Grove Park,” he said.

Councillor Scott Young, who is a member of Muskoka Rowing Club, said although the lease expired several years ago, the club has continued to insure its building and rowers. However, Young said he is not sure the club can handle the new insurance policy.

“It’s a small club with very limited resources,” he said. “The docks are used much more frequently by the general public. Perhaps the club and (town) staff can work something out.”

Treasurer Andy Nelan said a split of the cost, or some other type of town assistance to the club, can be discussed.

Speaking Thursday, councillor Young said there have been no meetings to discuss the matter since it was first brought forward in late February.

Nonetheless, Young said he expects a solution to be worked out quickly and everything to be ready for another rowing season in May.
